Terms of Reference for a Consultant to develop the Foundation for Women's Empowerment Strategic Plan 2021-2024

About Foundation for Women’s Empowerment

The Foundation for Women's Empowerment (FWE) is an independent and non-profit local women’s foundation based in Bosnia and Herzegovina (BiH) which is fully committed to supporting initiatives by Women`s Grassroots Organizations (WGOs) aimed at promoting empowerment of women, women`s human rights and gender equality.

The FWE was born in response to enormous calls by WGOs across the country to create a mechanism for channelling technical and financial assistance for supporting their relevant initiatives in advancing women’s human rights, gender equality and social justice.

Mission

The FWE supports efforts and investments towards women´s empowerment, women's rights and gender equality by strengthening the internal and external capacities of WGOs and women’s groups in order for them to be able to claim their rights, access funds and make women’s voices heard.

The FWE work is based on programs under the program pillar of service:

a) Strengthening the capacities of women´s grass root organizations and women´s groups

b) Facilitation in the strengthening /building of women´s movement and activism through the model of „wheel of the change“, whose importance and meaning has been enriched during the implementation of FWE programs (mentoring/expert mission/coaching to women's organizations)

Since its establishment, through the FWE support, 63 women's organisations and groups are being strengthened to be the disseminators of advocacy knowledge and experience, and then being empowered to take over the role of leaders in the communities who strengthen the other less developed women's organisations and groups, as well to proactively contribute to the women human rights.

Consultant’s responsibilities

Due to the FWE current strategic plan ends, an independent consultant will be responsible to develop the FWE Strategic Plan for period 2021 – 2024, as well as to prepare and facilitate a strategic planning process, which is going to be organized in the period from 2nd of August till 5th of August 2021 in Neum.

He/she will be specifically responsible for: the familiarization with the work of the FWE’s activities, programs, strategic documents, in order to create a framework for strategic planning process; preparation of the Strategic Planning Workshop, which includes the approach/methodology for Strategic Planning Process and plans for the workshop’s agenda, and prepares workshop material; as well as organize the Strategic Planning Workshop and deliver the report from workshop and the Strategic Plan 2021-2024. During the Strategic planning workshop, at least 20 WGOs representatives of the FWE grantees and FWE management will attend the workshop.

 

Payement

 

This work agreement will be concluded in a specified time period from 25th of July till 25th of August 2021, for 10 days in total.

 

The FWE will pay the Consultant a honorarium in three payments. The first payment will be after the signing of the contract, the second payment after the Strategic Planning Workshop, and the third payment after the final document has been delivered and approved.
